The sugar spots you are referring to can be diabetic dermopathy or necrobiosis lipoidica diabeticorum. Both of these conditions cause changes in the small blood vessels under the skin causing light brown scaly patches that may be oval or circular (in diabetic dermopathy) or larger or deeper dull, red raised spots (in necrobiosis lipoidica diabeticorum). Both are not a serious form of disease but should be caught hold early to avoid its further complications.
